The 2023 Torino Film Industry Report: Film Commission Torino Piemonte’s Impact in the Piedmont Region

The first Social Report of FCTP reveals an impact of over 47 million euros in the previous year.

The Torino Piemonte Film Commission (FCTP) has recently unveiled its first Social Balance, an in-depth analysis highlighting its diverse impacts and economic returns. This report offers certified insights and details on how the FCTP effectively utilizes resources from Piedmont institutions and its extensive influence on the region’s economy, industry, society, and sustainability initiatives.

Developed over two years in collaboration with the University of Turin, Polytechnic University of Turin, and the National Cinema Museum, the Social Balance is designed to provide a verified overview of FCTP’s influence on its territory, providing a model for analysis in understanding the pivotal role of Film Commissions across regions.

The report positions the Torino Piemonte Film Commission as a key player in the audiovisual landscape, fostering local, national, and international collaborations. The document explores the Foundation’s history, structure, goals, and mission, showcasing its contribution to the United Nations’ Sustainable Development Goals for 2030 and its influence across various sectors, including film, culture, tourism, and commerce.

Remarkably, the FCTP has linked 185 production companies, 1022 professionals, 297 actors and actresses, and 1400 locations, supporting over 200 titles annually and 1654 projects from 2000 to 2022.

The Social Balance uniquely examines the correlation between institutional investment and economic impact on the region. Differing from prior analyses that focused primarily on major projects, the report encompasses all feature films for cinemas and TV fiction series and platforms for 2022. The results reveal an overall impact of over 47 million euros generated in Piedmont, a remarkable 20 times the investment.

Beatrice Borgia, President of Film Commission Torino Piemonte, takes pride in presenting this milestone document, emphasizing its role as a critical reflection and transparency tool: “The publication represents a moment of institutional reflection strongly desired by the Board of Directors and an opportunity to critically measure and transparently evaluate the outcomes and results achieved in relation to the set objectives.”

Giulia Carluccio, Vice President of FCTP and Pro-Rector of the University of Turin, highlights the importance of collaboration with universities and the world of education and research. “Thanks to the fruitful collaboration formalized and encouraged by the Protocol, Film Commission Torino Piemonte has equipped itself with a fundamental tool to outline its role in the sector and in the Piedmont social fabric, and in its various articulations, the research highlights the strategic importance of the relationship with universities and the world of education and research in all its components.”

The report also highlights the FCTP’s integral role in key industry events, such as major festivals, markets, press conferences, and networking activities, including the coordination of the Torino Film Industry and the organization of Production Days. The economic impact on the region is significant, with an estimated induced effect of 1:2, generating a total regional contribution of 7,563,734 million euros.

In 2022, FCTP’s support generated almost €4 million in the Piedmont region against an investment of €976,880.72, achieving a spending-to-contribution ratio of 3.8. The report also highlights the potential direct impact of productions supported solely through FCTP’s services, indicating a ratio of 14.56 between service contribution and expenditure on the territory.
